Monitoring & Evaluation

To address key constraints and opportunities along the path toward the overall goal of preventing new infections of HIV and hepatitis B and C, the monitoring and evaluation (M&E) plan focuses on critical outcomes or measurement of change in knowledge, behaviors, and availability of supplies. Secondary analysis of data from other sources will be used to estimate impact.

MMIS’s M&E plan builds upon the accomplishments of the initial phase (e.g., baseline assessments, national plans, and advocacy strategies) and the logical next steps (e.g., expanded training of providers, supply system strengthening, health care waste management system development). In addition to outcome measures, JSI will provide ongoing information on the scale of expansion by estimating the number of facilities reached in each country and the increasing proportion covered by program activities as national coverage is achieved.

The measurement indicators proposed for the project can be adapted to local country situations and the needs at global and country levels. Project indicators are divided into four sections:

  1. Training, support, and capacity-building
  2. Equipment, supplies, and commodity management
  3. Reducing unnecessary injections through advocacy and behavior change
  4. Sharps waste management
